I would advise that you keep your deck at 40 cards max and your tribute monsters at a max of 4 (including ultimate) some probs are with that you have plenty of banned cards remove them or you will get less opponents who will want to duel you. they may also not want to go up against a japanese card as they cannot read it and you may be lying when you translate it! I honestly dont think shining is a good card as it is hard enough to get all the blue eyes and polymerization into your hand never mind tributing your ultimate for shining! If you isist on using ultimate try to include cards like king of the swamp to replace a blue eyes in the fusion.
I don't do tournies and my friends use banned cards too. i think they know what an ultimate does, too. I also use summoner of illusions as a combo with some other card and shining. i dont need more than one turn to get shining out.
I was assuming that you play a wide variety of people instead of just your friends and most ppl would make you take out a japanese card even if they know what it does just to weaken your deck in that case you simply need to keep the deck to a good size and watch the new sets for new cards to help dragons. good luck with the deck.
